Labour MP Rosianne Cutajar started receiving her third salary from the Institute for Tourism Studies (ITS) three months before she told Yorgen Fenech she had decided to take on the consultancy.
The Shift had acquired Cutajar’s contract with ITS through a Freedom of Information request. It shows that Cutajar started to receive a salary from ITS three months before her conversation with Fenech.
In the WhatsApp chats published by Mark Camilleri on Tuesday, Cutajar told Fenech on 11 July 2019 that she would be taking the ITS consultancy because she had had enough, pointing out that everyone was abusing their position for their own personal gain.
“Issa ġejt għala biebi ha nidħol konsulenta ta’ Pierre ITS u ndaħħal paga oħra (I don’t care, I am joining Pierre as a consultant to earn another salary),” she told Fenech.
Her contract with ITS that The Shift is making available for download – Rosianne Cutajar ITS contract – is dated 2 May 2019, which raises questions about whether the contract was backdated.
The contract was signed with Pierre Fenech, himself occupying two CEO roles with the government, as revealed by The Shift.
While telling Fenech she would do it to gain another salary, Cutajar was already receiving two taxpayer-funded salaries totalling €60,000.
The contract being published by The Shift shows that Fenech gave Cutajar a three-year contract for €27,000 a year for 24 hours a week of service.
Although Cutajar is a teacher by profession, her contract stipulated that as a consultant to the ITS CEO, she had to “work closely with the CEO to prepare annual budgets”, “review financial and non-financial reports to devise solutions and improvements”, and “oversee all operations and business activities” while assisting Fenech in day-to-day decisions.
While being paid €22 an hour from state coffers, Cutajar was also earning a salary of €44,000 for a full-time job at the OPM and another €31,000 from parliament.
According to her 2019 income tax statement to the Commissioner for revenue, Cutajar declared a total income of over €82,000 for that year, in which she had ‘forgotten’ to declare thousands in commission over an Mdina property deal involving Yorgen Fenech.

The ‘best suited’ usually gets the job over the best qualified. Especially when someone else is paying.
Working three taxpayers funded jobs is definitely another case for the Standards Commissioner.

24 hours a week on this contract, 40 hours on her full-time employment, 15 hours in parliament, 30 hours chatting on whatsapp. She probably doesn’t sleep miskina.

Also things are not adding up in her parliamentary declaration. ?15k on this contract (she started in May), ?44k on her full-time employment and ?30k from parliament do not make up ?82k but ?89k.

Rosianne used to literally boast with her fellow ministers that she was doing better financially than them. Worst thing of all, she was doing NOTHING at all!

She either lied or the draft was simply delayed.
Judging from the text messages she is always begging for something the list goes on and on !! Political sponsorship, to go on the boat, lunches, expensive perfumes , vacations and mentioning loans to make others feel sorry for her. The sad truth is that she got more than she deserved from the tax payer?s money and what did the tax payer get back in return. Drama and nonsense no sense of duty towards the country only betrayal and manipulation on so many levels.
It?s time to make every single vote count.

Is the Minister For Finance Caruana ok with all this waste of public funds?
This amount of salaries put her ‘charity work’ for her elderly constituents into a very different light. Easy to hand out Oranges to them while making hey as long as she could.
Too ambitious and driven by greed as much as by boredom and some lack of ‘credibility’ among the ‘PL celebrities’ in Parliament.
I sometimes really find it very hard to fathom how ‘hungry for money’ some people can be, as well as how reckless and shameless too. Maybe some of her followers on her FB website might open their eyes themselves now, if they are that mature to face the real character behind this ‘charming’ facade of hers.
‘The soul mate of YF’, just to consider that expression by herself is a matter onto itself in the light of all that has been revealed so far. This will stick with her and it would be already too late to distance herself from him. ‘Birds of the same feather, flock together’.
Yes, just like the other partisan / political / ministerial / secretarial failures the PL has within her tier-one ranks. Every mischief PL chum gets another chance with another top job. The word ‘Gahan’ has quite a different meaning, when watching them getting the top jobs without professional background to it. It’s usual PL practice, the more incompetent, the better the chances to get up the ladder (again).
That’s the ‘competitive spirit’ among the tier-one PLers.
I suppose if the PM is, he has to be too.
Rosianne Cutajar must be a superwoman to cope with those three jobs. But we also have the prime minister Robert Abela who told us that he worked after office hours, on weekends and during holidays to earn SOME money. In his case he must be a superman.
It might be worth to consider that the agreement was backdated, which means that the effective date of the agreement is set to an earlier date than the date it was actually signed. This affects the payment of wages and benefits.
